Reconocimiento y aplicaci?n de los derechos humanos al derecho penal y procesal penal

Los Derechos Humanos son el respeto a la dignidad del ser, en su condici?n de persona humana, como lo determinan la ?Declaraci?n Universal de Derechos Humanos?. En Panam? el primer referente jur?dico, relacionado a este tema es la Constituci?n Pol?tica de Panam?, en el cual se sustenta en el Titulo III, Cap?tulo I, las Garant?as Fundamentales, en los art?culos 17 al art?culo 55, en donde nos dan todos los derechos ya sea por el simple hecho de ser Humano. Los derechos humanos no son concesiones de los Estados, son resultado de un ciclo en el que ante un hecho que violenta la dignidad una parte de la sociedad. En esto se puede mencionar el Papel fundamental de la Polic?a Nacional de Panam? tiene que cumplir y hacer cumplir sin distinci?n de sexo, clase social y nacionalidad la ley, por ello los derechos humanos y su respeto o violaci?n son producto cultural, es decir, resultan del esfuerzo que cada sociedad hace por su propia dignidad, en un momento determinado.
Human Rights are respect for the dignity of being, as a human person, as determined by the "Universal Declaration of Human Rights." In Panama, the first legal reference, related to this issue is the Political Constitution of Panama, which is based on Title III, Chapter I, the Fundamental Guarantees, in articles 17 to article 55, where they give us all the rights either for the simple fact of being Human. Human rights are not concessions from States, they are the result of a cycle in which a part of society faces an act that violates dignity. In this we can mention the fundamental role of the National Police of Panama has to comply with and enforce the law without distinction of sex, social class and nationality, therefore human rights and their respect or violation are cultural product, that is, they result of the effort that each society makes for its own dignity, at a given moment.
