De acuerdo con el art?culo 87, del Decreto Ejecutivo 393 de 2005, el tratamiento penitenciario es la actividad penitenciaria dirigida a conseguir la rehabilitaci?n y resocializaci?n de los penados y penadas. Es de vital importancia entender que, si a las personas privadas de libertad se les da una segunda oportunidad, luego de una resocializaci?n efectiva, aumentan las probabilidades de que no vuelvan a delinquir y que pueden contribuir a la sociedad. Es indudable la vital importancia que tiene la reinserci?n social en el marco del sistema penal, pues implica la readaptaci?n del actual privado de libertad, a la vida en sociedad, para que desista de adaptar conductas delictivas. En este marco se ha realizado la presente investigaci?n con el objetivo de analizar la eficacia de los programas de tratamientos y rehabilitaci?n en el sistema penitenciario paname?o. La poblaci?n estuvo conformada por los 13 profesionales que conforman la Junta T?cnica del Centro Penitenciario La Joyita. En cuanto al marco metodol?gico el estudio es de tipo mixto, descriptivo y de campo. Con dise?o no experimental. El instrumento es un cuestionario dirigido al personal de la junta t?cnica, contentivo de quince (15) preguntas, que contiene los indicadores de las variables en estudio. Los resultados indican que los programas actuales tienen un enfoque de formaci?n laboral, preparando a los beneficiarios para realizar una tarea productiva, que es importante para poder garantizar su subsistencia econ?mica, pero no es suficiente para encaminarse nuevamente frente a la sociedad. Actualmente en Panam?, los programas de reinserci?n, hacen ?nfasis en los aspectos educativos y laborales, dejando a un lado el acompa?amiento psicol?gico para que alcancen las condiciones necesarias para su vuelta a la vida en sociedad. Lo que merma en gran medida la eficiencia de estos esfuerzos p?blicos y que adem?s aumenta el riesgo de reincidencia. In accordance with article 87 of Executive Decree 393 of 2005, prison treatment is the prison activity aimed at achieving the rehabilitation and re- socialization of convicts and offenders. It is vital to understand that if people deprived of their liberty are given a second chance, after an effective resocialization, they increase the probability that they will not commit a crime again and that they can contribute to society. The vital importance of social reinsertion within the framework of the penal system is undoubted, since it implies the readaptation of the current deprived of liberty, to life in society, so that it desists from adapting criminal behavior. In this framework, the present investigation has been carried out with the objective of analyzing the effectiveness of the treatment and rehabilitation programs in the Panamanian prison system. The population consisted of the 13 professionals that make up the Technical Board of the La Joyita Penitentiary Center. Regarding the methodological framework, the study is of a mixed, descriptive and field type. With non-experimental design. The instrument is a questionnaire addressed to the staff of the technical board, containing fifteen (15) questions, which contains the indicators of the variables under study. The results indicate that the current programs have a labor training approach, preparing the beneficiaries to perform a productive task, which is important to be able to guarantee their economic subsistence, but it is not enough to go back to society. Currently in Panama, reintegration programs emphasize educational and work aspects, leaving aside psychological support so that they reach the necessary conditions for their return to life in society. This greatly reduces the efficiency of these public efforts and also increases the risk of recidivism. Key words: Rehabilitation, reintegration treatments, deprived of liberty.
